- Prepare the Appes: Heat a paniyaram pan over medium heat. Grease each hole with oil (if not nonstick). Pour dosa batter into the holes and cook for 2-3 minutes until golden brown. Flip and cook the other side.
- Make the Coating: In a mixing bowl, combine rice flour, cornflour, curry leaves, garlic, ginger, red chile powder, garam masala, and salt. Gradually add water until a medium-thick batter forms.
- Fry the Appes: Heat oil in a frying pan. Dip each cooked appe in the batter and fry until golden and crispy, draining on paper towels.
- Prepare Seasoning: In a separate pan, heat more oil. Sauté cumin seeds, garlic, and curry leaves until garlic is golden. Add green chilies, red chile powder, yogurt, and salt, stirring until combined.
- Combine: Toss the fried appes in the seasoning mixture until well-coated. Serve hot.
