Ingredients
  

For the Kheer
  • 1 cup Basmati Rice or pudding rice for quicker option
  • 4 cups Whole Milk or semi-skimmed for lighter version
  • 1 cup Condensed Milk adjust to taste
  • 1 pinch Saffron Threads or saffron essence
  • 1 teaspoon Cardamom Powder freshly ground preferred
For the Coating and Frying
  • 1 cup Panko Breadcrumbs can crush for finer crumbs
  • 1/4 cup Cornstarch for the slurry
For the Dipping Sauce
  • 6 oz White Chocolate can use dark chocolate for richer flavor
  • 1/2 cup Cream adjust for preferred richness
  • 1/2 cup Milk modify for desired texture
Optional Garnishes
  • 2 tablespoons Pistachios chopped
  • 1 cup Rose Petals

Method
 

Preparation
  1. Soak the saffron threads in a few tablespoons of milk for about 10 minutes.
  2. Cook the basmati rice by bringing whole milk to a boil. Reduce the heat and stir in the soaked rice, cooking until soft, about 20-25 minutes.
  3. Mix in the condensed milk, cardamom powder, and the saffron milk. Continue cooking until thickened, then cool and refrigerate for at least one hour.
  4. Shape the kheer into small, tightly packed balls, about 1 inch in diameter, and chill again for 30 minutes.
  5. Prepare cornstarch slurry by mixing with water until smooth. Mix panko breadcrumbs with a pinch of cardamom.
  6. Dip each arancini in the slurry, then roll in the panko mixture.
  7. Heat oil in a deep pan to around 350°F (175°C) and fry the arancini in batches until golden brown, about 3-4 minutes.
  8. Prepare the white chocolate dipping sauce by heating cream and milk, adding white chocolate until melted and smooth.
  9. Serve the arancini warm with the dipping sauce.
